Which License Do You Need?
Indiana has more than 50 types of liquor licenses. The state Alcohol and Tobacco Commission (ATC) lists them on its website. Read the list and identify which license you wish to apply for. Buying a New License

The License Process

You can address the board, and any residents who have an opinion – either pro or con – can also address the board.
The board's recommendation isn't final. The recommendation goes to the state ATC, which reviews the decision, then votes as to whether or not to grant you a license. The ATC can also send back your application to the county board. You can appeal a 'no' vote from the ATC, but any party opposed to you getting the license can appeal a 'yes' vote. If you persist to the end of the process, you may finally be able to open.

Every state has different mandates and laws for granting liquor licenses, and for every state there is a different board or bureau that regulates it. With an 'off license,' liquor cannot be consumed on the premises without an on-license, and service industry establishments cannot sell unopened alcohol to take home without an off-license. If you have a business that needs an on-license, then the licenses may be broken down into classes, depending on your state.
A tavern license is for any business in which its main sales stem from alcohol. A beer and wine license, also known as a “soft license,” is for an establishment that focuses on food, and the establishment wants to offer beer and wine to accompany the food. With a 'soft license,' you cannot offer any hard liquor.
For a restaurant to be able to serve beer, wine, and liquor, it needs to have a class of license known as a restaurant license – or a 'hard' license. Your state Alcohol Beverage Control bureau should be able to guide you as to which license best suits your needs.
Applying for the Type of License You Need
The wait time can be a month or longer, so apply as soon as you know the type and class of liquor license you need. Complete the appropriate forms that the ABC needs from you, with all the correct information, taking care to triple-check everything. Some places may need you to also apply to your town or county at the same time.
Application fees are standard, but check with your ABC to verify the cost of the fee. It could be a small amount, or it could cost up to a few hundred dollars, depending on where you live. Whatever you do – do not try to go around or to bend liquor laws in your area. This can lead to thousands of dollars in fines and penalties, and can even cause the ABC to shutter your doors immediately.
